Reports to: Director of Operations and Planning

Incumbent serves as Plan Director of the Floyd County Plan Commission, responsible for the day to day operations of the Building and Development Department.

DUTIES: Manages the office of Building and Development Services, responds to all public inquiries regarding planning and zoning questions, coordinates all application processes including staffing technical review committee, plat review committees, and other assigned planning projects Supervises Building and Development Staff including Building Commissioner, Building Inspector and Code Enforcement Review and manage all aspects of Plan Commission operations including fund management, claims, payroll submission, internal controls, and deposits Primary staff for Plan Commission and Board of Zoning Appeals members and all dockets that may come before these boards Maintains and updates all official records of both the Plan Commission and Board of Zoning Appeals Certifies and conveys evidence of all official activities of the Commission and Board of Zoning Appeals to the appropriate departments and agencies, groups, and individuals Review and certify all notice receipts, signage requirements and prepares compliance report for Plan Commission and Board of Zoning Appeals meetings including placement on website for public viewing prior to meetings. Assembly and disseminates board packets, and additional materials for board meetings Assist Director of Operations and Planning on long-range community and economic development projects including updates to zoning documents, comprehensive plan, and related master plan updates. Assist Director of Operations and Planning in the development and administration of various federal and state grant programs, economic development projects, and community development projects Serve as Director of Operations and Planning in their absence Performs related duties as assigned. 

JOB REQUIREMENTS: Master’s Degree in planning, public administration, political science, community development or related area, prior field experience recommended. Thorough knowledge of the theories and methods of planning, with extended experience and training. Thorough knowledge of and ability to administer planning programs following state and federal guidelines, accounting procedures, and compliance regulations. Knowledge of and ability to formulate and implement a comprehensive plan with related ordinances. Working knowledge of traffic planning with ability to assure all areas of the county are served by a viable traffic circulation system. Knowledge of and ability to interpret implications of flood plain areas. Working knowledge of basic bookkeeping principles and procedures and ability to keep a ledger on monies allotted to the Plan Commission office. Ability to effectively direct and supervise the work of subordinate personnel, including making work assignments and providing corrective instruction. Ability to resolve unprecedented types of problems by extending various planning methods and techniques. Working knowledge of standard office procedures and routine, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations. Knowledge of planning terminology, English grammar, spelling and punctuation with the ability to type reports, minutes, Board of Zoning Appeals, ordinances, correspondence and grants with speed and accuracy. Ability to maintain confidentiality of all Department records and information. Working knowledge of federal, state, and local land use, transportation, and economic and community development regulations, with ability to ensure compliance with such rules. Ability to initiate programs and effectively communicate with County, State, and Federal officials and members of the general public. Ability to effectively communicate to members of the Plan Commission and Board of Zoning Appeals, and members of the general public in a courteous and tactful manner. Ability to legally operate a motor vehicle.

DIFFICULTY OF WORK: Incumbent applies a broad scope of knowledge of both practical and theoretical principles from several public planning fields to complex situations demanding accomplishment of departmental goals and objectives. Incumbent exercises considerable independence of judgment in planning, implementation, administration, and evaluation of programs.

RESPONSIBILITY: Incumbent performs duties within specific and well established guidelines and policies, with responsibility for planning decision-making aimed toward furthering departmental goals. Direct supervision is minimal and dependent upon nature of activity, with primary review measured by impact of county/regional planning accomplishments of the department.

PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with department staff, Surveyor's Officer, Assessor's Office, Health Department, Civil Defense, Recorder's Office, County Road Department, Commissioners, Highway Engineer, Soil and Water, Sheriff's Department, State Board of Accounts, KIPDA, River Hills, Hoosier Valley, Chamber of Commerce, local banks and post offices, and members of the general public for a variety of purposes, including explaining and interpreting departmental policies and objectives, rendering technical assistance, and solving non-routine problems that requiring coordination of varied activities.

PHYSICAL EFFORT AND WORKING ENVIRONMENT Incumbent performs duties in a confined basement office environment, outdoors, and at service counter with no unusual physical demands. Incumbent is required to drive to subdivision sites for inspections, post placards, inspect sites in response to complaints.
