Planning & Zoning Code/Map Update - RFP

City of Wooster

PURPOSE
The purpose of this Request for Proposals is to obtain competitive proposals from qualified individuals or firms interested in carrying out a Planning and Zoning Code and Zoning Map update for the City of Wooster, Ohio.

BACKGROUND
Wooster is a City of approximately 26,749 residents located in northeast Ohio. The City serves as the county seat of Wayne County and is home to the College of Wooster and The Ohio State University OARDC. The City of Wooster strives to balance economic development with agricultural, historical and environmental preservation while continuing to be a comfortable and vibrant community for its residents. The most recent comprehensive updated of the City’s Planning and Zoning Code and Zoning Map was completed in 2007. SCOPE OF WORK
With assistance from City Staff, the selected consultant will conduct a process to update the City of Wooster Planning and Zoning Code and Zoning Map. The project will entail a significant update of the existing Planning and Zoning Code and Zoning Map to address concerns, needs, conflicts, errors, and respond to changes that have occurred in the past ten years. The scheduled significant update is not contemplated as a complete rewrite of the existing Planning and Zoning Code and Map. The City feels the current Planning and Zoning Code and Map provide a solid foundation, however, significant updates are clearly necessary. The City of Wooster is requesting proposals to lead the community in the preparation and adoption of an update to the Planning and Zoning Code and Zoning Map. The consultant will have the following responsibilities with the assistance and cooperation of City staff: 1. The overall management of the Planning and Zoning Code and Zoning Map update process 2. The development and support of a steering/advisory committee 3. The inclusion of public participation in the planning process 4. The analysis and incorporation of existing conditions, documents, the City of Wooster Comprehensive Plan, related plans, and policies 5. The preparation of all draft and final documents 6. Communication with the Planning Commission and City Council regarding proposed amendments to the Planning and Zoning Code and Zoning Map

DELIVERABLE PRODUCTS
The consultant shall provide 20 hard copies of the final Planning and Zoning Code and Zoning Map and digital copies in Microsoft Word, Adobe PDF and .epub format to the City upon adoption. All data and information collected through the process shall also be provided in hard and digital copies. All relevant maps shall be provided in GIS format, including associated data.

PROPOSAL SUBMITTAL REQUIREMENTS
All interested parties must complete the contact information form website at https://sites.google.com/a/woosteroh.com/wooster-bid-info/home. Proposals shall be submitted to the City of Wooster Planning and Zoning Division, as indicated below. the HOME page in order for proposals to be considered. The applicant shall submit ten hard copies and one electronic copy of the proposal. Proposals should include: 1. A completed RFP Cover Sheet and Professional Design Services Register form 2. A cover letter 3. A statement of project understanding 4. Qualifications of the firm/project team 5. A strategy and implementation plan 6. Services provided by the applicant 7. Organization of the applicant’s team, staffing plan and the approximated distribution of work hours 8. A projected timeline 9. References of similar projects completed during the past five years 10. A detailed fee proposal including a complete list of costs per task, expected reimbursable expenses and a total fee for the proposal. Each component of the work program should be itemized and hourly rates, travel, meetings, etc. should be included.

PROPOSAL DEADLINE

EVALUATION CRITERIA
The evaluation of submission will be done in accordance with the criteria and procedure defined herein. Firms selected for interviews will be chosen on the basis of their determined ability to best meet the overall expectations of the City. The City reserves the right to reject any and all submittals. The following parameters will be used to evaluate submittals (in no particular order of priority): • Responsiveness of the submittal to RFP requirements • Basic knowledge of the community • Understanding of the project and the objectives • Experience in similar projects dealing with updates to Planning and Zoning Codes and Zoning Maps • Consensus building experience working with diverse communities • Necessary resources • Required skills and demonstrated capability • Cost estimate/range QUESTIONS Please direct questions regarding proposals to: Andrew Dutton, AICP City of Wooster Planning & Zoning Manager (330) 263-5238 adutton@woosteroh.com
