Regional Planner II

Miami Valley Regional Planning Commission

The Miami Valley Regional Planning Commission (www.mvrpc.org) is accepting applications for a Regional Planner II.  MVRPC serves an innovative multi-county region of approximately one million people in the area surrounding Dayton (southwest Ohio).  As a Regional Planning Commission (RPC), the agency provides planning services for members, functions as the Metropolitan Planning Organization (MPO) for the Dayton area and is the designated Areawide Water Quality planning agency for a five county area.

Under general supervision, the Regional Planner II manages or assists in management of the Agency’s new grant funded nine county Rural Transportation Coordination Project, which is based upon the FTA Enhanced Mobility of Seniors and Individuals with Disabilities program (Section 5310). Responsibilities include performing public outreach, organizing and facilitating meetings of stakeholders, conducting surveys of providers and assisting local planning committees to develop qualified Transportation Coordination Plans in target counties.

Job duties include convening stakeholder groups of seniors, people with disabilities, other non-drivers and other parties interested in transportation issues in a multi-county region; performs research relative to origins and destinations of non-drivers in the target geography; assists in the development of Coordination plans by using the Ohio Department of Transportation (ODOT) developed Coordinated Plan Template and Coordination Planning Toolkit; gathers data related to available transportation services and gaps in those services through outreach to public, nonprofit and private transportation providers; summarizes the data findings in writing and through data visualization techniques; assists in updating the Regional Transportation Coordination Plan and updating or developing local plans in the target geography as needed; assists in refining FTA’s Enhanced Mobility of Seniors and Individuals with Disabilities program (Section 5310) solicitation and award process in the MVRPC Region and surrounding rural counties.

Demonstrated knowledge and interest in the transportation needs of non-drivers including non-driving seniors and people with disabilities; experience in working with the general public and elected officials and strong meeting planning and facilitation skills; strong research, data analysis, and writing skills; knowledge of data and information sources used in transportation planning, including Census datasets; proficiency in the use of various software (MS Office, mapping software); and effective communication skills. The successful candidate must possess a current valid driver’s license and is willing to attend evening and weekend meetings.

Qualifications:  Bachelor's degree in planning or related field with a minimum of four (4) years of progressively responsible relevant experience in planning, human services, education or related field in working with a wide range of people including elected and appointed officials, clients and agency staff; or a Master’s degree with a minimum of two (2) years of relevant experience.
