Description

Great planning leads to great places! The City of Dublin's Division of Planning works hard year round to make Dublin what it is today and what it will be for generations to come. We are seeking a talented candidate to join our team. 

The work of the division touches all parts of the City. From the crafting of planning policies to negotiating development projects and the inspection of landscaping on commercial properties, the work of the staff has a major influence on the built environment, character and quality of life enjoyed by Dublin's residents and business community.

Primary Focus
The Zoning Inspector's primary focus includes: interprets, reviews, and enforces the City Zoning Code by performing inspections on non-residential and commercial properties to ensure compliance with zoning and other related codes and development texts. Conducts regular and continuous site inspections for landscape and tree preservation compliance, general zoning code compliance, and compliance with applicable development texts and zoning approvals. Review development plans for Board and Commission meetings and building permits.


Given the nature of this classification's duties/responsibilities, it has been designated as Non-Exempt under the governing Fair Labor Standards Act regulations and, therefore, is entitled to formal overtime compensation and/or formal compensatory time.

Examples of Duties

Essential Functions
Review development plans including tree preservation and tree removal permits during pre-development; provides comments and processes permits as required.

Conduct ongoing inspections of developing and existing commercial properties to ensure compliance with approved zoning, landscape, and maintenance standards and specifications.

Conduct ongoing inspections of new residential construction to ensure compliance with approved zoning standards and specifications.

Collaborates with City officials, developers, contractors, property owners/managers and residents during the construction process to address questions or concerns related to the project.

Completes final inspection prior to Certificate of Occupancy to ensure satisfaction of all zoning requirements on new commercial and residential properties.

Utilizes a systematic, on-going monitoring process to ensure that existing developments are in continuous compliance with all zoning requirements; addresses issues of non-compliance with property owners/representatives.

Prepares/drafts as built plans for retroactive landscape compliance.

Provides periodic reports to the Director of Planning, Planning and Zoning Commission, and City Council on the status of individual projects and any potential issues that need to be addressed.

Performs other related duties as required or assigned.

Qualifications

Minimum Qualifications
Associate's Degree in Landscape Architecture, Forestry, Horticulture or other relevant field (Bachelor's Degree in Landscape Architecture, Forestry, Horticulture, or other relevant field preferred) and some zoning or landscape inspection/code enforcement or other relevant experience (considerable relevant experience preferred) or any equivalent combination of education and experience.

International Society of Arborculture (ISA) Certified Arborist or ability to obtain within one year of appointment.

Zoning Inspector certification preferred.

ISA Municipal Specialist or Board Certified Master Arborist (BCMA) preferred.

Thorough knowledge of landscape and zoning inspection procedures.

Thorough knowledge of Geographic Information Systems (GIS).

Through knowledge of plant identification and health assessment.

Through knowledge of Microsoft Office.

Skill in the use of Adobe Creative Cloud preferred.

Skill in the use of AutoCAD preferred.

Ability to maintain accurate records, and prepare meaningful, concise, accurate reports and correspondence.

Ability to read construction plans and correlate in the field.

Ability to operate camera, measuring wheel, and caliper tape.

Physical Requirements
Ability to walk/climb in rough terrain and to walk long distances.

Ability to move about the inside of an office space to access file cabinets and office equipment.

Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.

Must be able to remain in stationary position at workstation throughout scheduled workday.

Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.

Ability to occasionally lift and move objects weighing up to 20 lbs.

Ability to move objects weighing over 20 lbs. with the help of equipment/devices, on an infrequent basis.

Ability to enter data into computer system in a sustained manner.

Special Requirements
Valid driver's license and a safe driving record.
