Primary Focus:
Performs a variety of technical support tasks for the Division of Planning, with the primary focus on project intake, project closure, assisting customers with electronic applications. Manages and organizes the intake, processing, flow, and tracking of development applications. Ensures application submittals are complete and meet all preliminary code requirements. Assists code enforcement with the review, inspection, and issuance of Certificates of Zoning Plan Approval and Zoning Compliance Letters.

Essential Functions
Manages and organizes the intake, processing, flow, and tracking of development applications; ensures application submittals are complete and meet all preliminary code requirements.
Accepts, records and processes fees.
Responds with a high level of customer service to inquiries from the general public, other City Departments, and public agencies regarding development application-related matters.
Reviews and manages Certificate of Zoning Plan Approvals and Zoning Compliance Letters; oversees intake, processing, review, and tracking of all certificates and letters.
Inspects approved Certificate of Zoning Plan Approval projects.
Organizes and maintains the temporary sign permit database.
Assists Current Planning staff with the review and evaluation of planning cases (e.g. Minor Subdivisions, Minor Modifications, etc.).
Assists Long Range Planning staff with mapping and document creation.
Performs other related duties as assigned.
Qualifications
Minimum Qualifications
Associate’s Degree in City Planning, Architecture, Civil Engineering Technology, Construction Management, Geographic Information Systems (GIS), Landscape Design, Real Estate, or other relevant field (Bachelor’s Degree in City Planning, Architecture, Civil Engineering Technology, Construction Management, Geographic Information Systems, Landscape Design, Real Estate, or other relevant field preferred) and some relevant paraprofessional experience (planning, architecture, civil engineering, construction management, geographic information systems, landscaping, real estate, or other relevant experience preferred), or any equivalent combination of education and experience.
Knowledge of mathematical calculations involving percentages, fractions, addition, subtraction, multiplication, and division.
Working knowledge of basic Microsoft office products, Windows, and use of GIS software (ESRI ArcGIS Desktop) to view, query and edit GIS data.
Experience with Accela and EPlan is preferred.
Ability to read and understand plans and related documents, including surveys, elevations,
details.
Knowledge of Planning principles and practices preferred.
Ability to understand, interpret, and apply necessary planning, zoning, and subdivision standards, policies, procedures, specifications, and City codes and ordinances.
Ability to perform administrative tasks such as permit and case possessing.
Physical Requirements
Ability to use computer terminals for sustained input and processing.
Ability to endure a variety of climatic and temperature conditions, sometimes in active construction sites and hazardous areas and conditions, often in areas of moving traffic.
Ability to move about the inside of an office space to access file cabinets and office equipment.
Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.
Must be able to remain in stationary position at workstation throughout scheduled workday.
Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.
Ability to occasionally lift and move objects weighing up to 20 lbs.
Ability to move objects weighing up to 50 lbs. with the help of equipment/devices, on an infrequent basis.
Ability to enter data into computer system in a sustained manner.
Special Requirements
Valid driver’s license.
