Pay Range: $55,000.00 - $65,000.00 Annually

Examples of Duties

Under general direction, performs major daily and project/program based administrative duties. Recommends and administers divisional/departmental policies and procedures. Prepares regular and special reports related to divisional/departmental operations. Performs other job-related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree in Business/Public Relations or closely related field from a four-year accredited college or university is required. Two years of full time paid expeience in government or private industry office administration is required. (Substitution: Two years of full time experience may substitute for each year of college education lacking.) Must be able to operate a personal computer with Microsoft Office Suites.

Additional Departmental Duties

Works under direction in the Housing Development Office of the Division of Neighborhood Development with a team of community development professionals. The work promotes and finances affordable housing and related neighborhood development projects.

Responsibilities include the structuring of City loans and grants as part of financing for single family, multi-family and mixed use real estate developments; with a focus on affordable housing. Duties include evaluating program applications and managing disbursements. This includes project underwriting, contract development, compliance documentation, coordinating inspections, evaluating progress budgets and maintenance of records and files.

Manages coordination with other departments and organizations as necessary (e.g. City Planning, Building and Housing, Law Department, Office of Sustainability, and Community Development Corporations).

Primary responsibility: Administration of a Model Block Program. The program will have two components:

Occupied Residential Property Exterior Work. A matching grant for occupied neighborhood residential property to support exterior repairs that address blighted conditions that could result in code violations; and
Vacant Property Acquisition and Stabilization. A grant to assist with purchase and stabilization of vacant properties planned for rehabilitation.

Additional and Preferred Department Qualifications
Preferred candidates will possess skills necessary to:

Write and review work specifications for single-family residential rehabilitation projects.
Inspect and monitor work-in-progress for code and program compliance.
Perform site visits to review contractor bids and perform cost reasonable assessments.
Support the Department with data collection and policy development.
Experience in community development, real estate development, housing rehabilitation or renovation, new home construction, accounting, finance.
Undergraduate degree in Business, Public Administration, Urban Studies, Law, Planning or related field. Working knowledge of real estate finance and loan underwriting.
Expertise in construction management and development of construction specifications preferred.
Any one or more of the National Development Council Certification courses or certificates.
Must be able to understand the requirements of the Housing Code of the City of Cleveland.

Other responsibilities include, but are not limited to:

Strategy and Planning around single-family design review.
Multi-Family residential loan underwriting and implementation.
Capacity Building efforts for small businesses new to City programming.
Data collection and analysis.
Must be organized and a self-starter.
Strong oral and written communication, mathematical proficiency, networking, leadership and interpersonal skills.
