Pay Range: $67,600 - $99,100

Primary Focus

The Planner II is a professional position, which manages and conducts plan reviews of development proposals, performing independent research, and preparing relevant reports with minimal supervision. Manages special projects, reviews and prepares code amendments, and completes planning documents. Participates in long-range planning projects and studies. Initiates program development and coordination of work teams.

Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

Supervisory Responsibilities

Oversees, mentors, and guides the work of Planner I’s, Planning Technicians, and Planning Interns depending on project or case assignment.

Examples of Duties

Manages complex plan reviews and development proposals, reviews work of Planner I’s, Planning Technicians, and Planning Interns to ensure full accurate and complete information is prepared for boards, Planning and Zoning Commission and other parties; conducts reviews and evaluations of complex developments and sensitive projects, assigning appropriate responsibilities to Planner I’s, consultants, planning support staff and other City staff members.

Conducts independent research of various planning policies, guidelines and rules to develop recommendations for their application in City documentation; prepares planning policies and code chapters, sections, and amendments for City planning regulations; ensures all documentation is prepared and approved prior to final development approval.

Serves as project manager and develops and manages project budgets and the work of project team members; prepares and presents status reports and ensures that projects are completed on schedule and within budget.

Evaluates potential changes and alternatives for the Community Plan including conducting research of plans of adjacent and nearby communities, identifying potential problems, and developing recommendations.

Communicates weekly with a wide variety of people including the public, developers, design professionals, and attorneys; coordinates with various City Divisions and outside agencies, including Economic Development, Building Standards, Parks and Recreation, Engineering, Transportation and Mobility, GIS, Police, Clerk of Council, City Manager’s Office, and Washington Township Fire Department.

Performs other related duties as assigned.

Typical Qualifications

Bachelor’s Degree in Planning, Urban Design, Landscape Architecture or related field. Demonstrated ability to perform the essential functions of the Planner II role.

May be attained through demonstrated experience and successful performance over a period of 1-2 years in a Planner I role.

Advanced Technical skills Planning-related in software applications such as AutoCAD, Adobe Creative Suite, ArcGIS, Sketch Up, and Photoshop.

Considerable knowledge of comprehensive planning, urban design and zoning.

Ability to prepare maps, charts, sketches and complex graphics.

Knowledge of Ohio’s enabling statutes pertaining to zoning and community development.

American Institute of Certified Planners (AICP) or equivalent certification preferred.

Physical Requirements

Ability to move about the inside of an office space to access file cabinets and office equipment.

Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.

Must be able to remain in stationary position at a workstation throughout scheduled workday.

Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions.

Ability to occasionally lift and move objects weighing up to 20 lbs.

Ability to move objects weighing over 20 lbs. with the help of equipment/devices, on an infrequent basis.

Ability to enter data into computer system in a sustained manner.

Special Requirements

Valid driver’s license.
