Position Overview:
Under general supervision of the Mayor, the Director administers the City’s Planning and Community Development Department. The Director facilitates the development, implementation and administration of community development-related projects and promotes planning functions and special projects. The Director supports growth and redevelopment efforts in the community, attracting desired residential and commercial development consistent with the needs of the community and the city’s current Master Plan Priorities. The Director provides direct supervision to the Planning and Zoning Coordinator and performs other miscellaneous duties, as needed. The Director uses standard office equipment including, but not limited to, the City’s telephone system, various computers and calculators, geographical information systems, copiers, and scanners. The work is performed in a typical office environment where the employee is not generally exposed to adverse environmental conditions.
Duties:
1. Community Development 60%
• Identifies grant opportunities*
o Researches grant publications for grants that match current City priorities
o Recommends funding opportunities to administration and council
o Identifies geographic areas of the City that may be eligible for special grant funding (ie. Community Development Block Grant funding)
o Assesses probability of City success in receiving grant awards
• Applies for various county, state and federal grant programs*
o Completes application forms, collects data and prepares materials as needed
o Communicates with other City officials to discuss grant requirements and gather information
o Reviews the application prior to submittal for accuracy and completeness
o Coordinates efforts with funding agencies or institutions
• Administers various county, state and federal grant programs*
o Review grant contracts to ensure prevailing wage requirements are met and matching funds requirements are met
o Prepares reports required by grant issuer; collects, organizes, prepares and distributes reports
o Maintains and reviews grant record files to ensure compliance and completion
o Applies for reimbursements from grant issuer as stipulated in the grant award
o Performs grant closeout activities required upon project completion
• Develops and implements a Community Development Strategic Plan based on the Current Master Plan Priorities*
• Serves as a liaison between City and Chamber of Commerce*
o Represents City at Chamber of Commerce meetings and various boards/committees
o Attends Chamber of Commerce functions and events
o Establishes and maintains effective relationships with members of the City’s business community
• Serves as liaison for developers and businesses seeking opportunities in City*
• Proactively engages in the recruitment, retention, and expansion of local businesses.
• Cultivates relationships with industry professionals, commercial real estate brokers and other economic development partners.
• Conducts regular meetings with employers representing a variety of business sectors to assess needs and update them on impactful city projects*
• Perform inventories of local businesses by type, location, employment and needs
• Establishes a Community Development Advisory Board to provide regular feedback to the city on matters of development and advancement of the Master Plan
• Collaborate and Coordinate community development efforts with other departments and various public and private organizations (ie. TeamNeo, GCP, Jobs Ohio, JumpStart)
2. Planning 20%
• Develops special projects and initiatives to advance Master Plan*
• Reviews and evaluates project/development plans subject to their compliance with the Master Plan*
• Coordinates with the Building Department and Safety/Service Department on planning initiatives and projects in strategic focus areas identified by the Master Plan*
• Meets with other City officials to address/resolve development issues and define opportunities for development*
• Serve as the City’s representative on county and regional initiatives focused on development, redevelopment, transportation, quality of life, etc.*
• Reviews and evaluates, in consultation with the Planning and Zoning Coordinator, project/development plans subject to compliance with zoning ordinances, applicable official standards and conformity with principles of effective planning and land use policies
• Meets with interested businesses and developers, in coordination with the Planning and Zoning Coordinator, to explain City planning/ zoning laws, regulations, application processes, etc.
• Responsible for the maintenance and updating of the official Zoning Map and Development Code
o Communicates with City officials and business/development representatives regarding zoning code and interpretations; identifies potential problems in zoning code
o Notifies council and administration of potential areas for code modifications to implement current planning standards and facilitate effective City development and growth*
o Interpret and apply federal, state, and local laws and regulations including planning and zoning codes
• Communicates with members of the public, City Council, and Boards and Commissions to discuss applications, reviews and decisions of Boards and Commissions as needed
• Attends meetings of the City Planning Commission, Board of Zoning and Building Appeals and Architectural Review Board as requested.
• Oversees the maintenance of a database of City properties available for commercial location or redevelopment
• Coordinates and oversees the preparation of project related staff briefings for the land use commissions and the administration
3. Administration 20%
• Attends weekly Directors' meetings with Mayor*
• Establishes new policies and procedures for department*
• Prepares and administers departmental budget*
• Identifies funding requirements, prepares, and presents justification for requests
• Reviews departmental spending to ensure that it is within appropriated levels
• Attends meetings of city council, boards and commissions as requested*
• Interviews consultants and evaluates proposals*
• Summarizes proposals and makes recommendations to the administration and Council*
• Supervises and direct consultant activities *
• Participates in training and seminars as needed to maintain current job knowledge and skills*
• Performs miscellaneous duties as assigned or required *
• Assigns tasks and monitors/evaluates performance of Planning and Zoning Coordinator; provides guidance, training, and support as needed*
• Provides direction, assignment, and guidance to Department staff*
• Interviews candidates for positions and makes hiring recommendations to the Mayor*
• Evaluates employees’ performance, provides feedback as needed and documents performance issues
• Attends meetings as needed to provide information about Department issues, code revisions and activities as needed*

Minimum Qualifications:
• Requires a degree in urban planning, public administration, business management or a related field and at least five (5) years of experience with demonstrated achievement, working with intergovernmental grant programs, community planning, and/or economic development; or an equivalent combination of education and experience which provides the skills and abilities necessary to perform the job.
