Under general direction, is responsible for the administration of the Columbus Zoning Code and for managing Zoning Section personnel; performs related duties as required.

Examples of Work

(May not include all of the duties performed.)

Oversees the review of development proposals for compliance with applicable federal, state, and local codes;

Resolves Zoning Code interpretation differences and problems with site plans, subdivision plats, flood plain development and graphics proposals, and negotiates elements of development proposals among lawyers, architects, engineers, developers, contractors, community representatives, and City staff;

Reviews federal and state codes and applicable case law for evaluation of the Zoning Code's compliance with their requirements and coordinates Zoning Code development as needed;

Directs the various zoning processes, including zoning clearance review, preparation of administrative waivers, and advises Director about such matters;

Prepares annual budget request and yearly report of the Zoning Section;

Represents the Director in meetings with City officials, developers, attorneys, design professionals, and representatives from other jurisdictions providing explanation and interpretation of Zoning Code and related procedures and processes;

Coordinates with the City Attorney's Office and Code Enforcement on the prosecution of Zoning Code violations before the Franklin County Environmental Court and provides subject matter expert testimony in courts and other legal proceedings regarding the interpretation, administration, and enforcement of the Zoning Code;

Coordinates zoning actions, staff recommendations, and staff reports; represents the department on zoning matters before Columbus City Council, Development Commission, Board of Zoning Adjustment, and Graphics Commission on appeals, requests for rezoning, special permits, and variances;

Coordinates zoning related training and education for conferences, area commissions, civic associations, community and business associations, trade groups, and City officials;

Supervises the activities of employees in the Zoning Section to include conducting performance evaluations, approving/disapproving leave requests, and conducting disciplinary action;

Participates in the employee selection process and makes recommendations for hiring decisions for filling staff vacancies;

Ensures all zoning legislation is submitted to City Council and represents the department by making presentations of zoning legislation at City Council meetings.

Minimum Qualifications

Possession of a bachelor's degree and eight (8) years of experience in development, zoning, planning, or real estate, of which three (3) years must have involved supervising professionals in these fields. Substitution(s): A master's degree in city or regional planning, business or public administration, real estate, or other closely related field may be substituted for one (1) year of the required non-supervisory experience.

Possession of a valid motor vehicle operator's license.
